2008年IPTV十大重要事件

2008年对于中国人民来说，是喜忧参半之年，而IPTV来说，却是利好频传，发生了很多对于产业发展起着重要推动作用的事件。为了大家更好的梳理2008年这个IPTV拐点之年，特整理，评选出了以下2008年IPTV十大重要事件，与业内分享。

（以下事件对于产业影响同等重要，排列以时间为序）

1、一号文发布

2008年1月18日，国家广电总局公布《国务院办公厅转发发展改革委等部门关于鼓励数字电视产业发展若干政策的通知》（1号文件）

入选理由：该文件虽然是从广电角度，鼓励数字电视产业发展，并没有针对电信IPTV发展作出任何政策倾向，但在媒体的各种推理和传播，对于2008年IPTV的发展还是提供了强大的舆论支持，同时也直接推动了整个IPTV市场信心的恢复，为2008年的拐点发展起到了铺垫作用。

2、同方股份入股上海文广百视通

2008年2月27日，上海文广新闻传媒集团(简称SMG)与同方股份有限公司缔结IPTV战略合作伙伴，同方股份出资1.5亿元分别认购上海百视通电视传媒有限公司和百视通网络电视技术发展有限公司40%的股权。

入选理由：上海文广百视通作为中国目前用户最多的IPTV运营商，也是IPTV市场最有力的推动者之一。随着股权结构的多元化，新股东的加盟，即有助于其在IPTV发展中的市场化，同时也对产业产生直接的推动力。2009年，百视通将在IPTV产业中发挥更多的作用。

3、上海IPTV“欢乐体验”激活用户

08年1月起，上海电信推出了“欢乐体验”的营销活动，申请用户可以免去310元的安装费，如果每个月浏览IPTV天数时间超过8天，可免当月IPTV使用费，从而引起沪上新一轮装机热和推动了IPTV用户的体验潮

入选理由：IPTV 是个新事物，其价值的呈现需要用户的亲身体验。原有的IPTV和宽带的套餐服务，只解决了业务的入户问题，用户可能是图带宽，而不明白IPTV和原有电视的差异优势，只有让用户真正使用了，才会对产业真正产生价值。上海电信的二次营销思路值得各地电信学习并进一步发展。也是对上海用户起到了激活和扩大效应。

4、电信行业重组方案正式公布

08年5月23日，电信行业重组方案正式公布，形成了中国电信、中国联通、中国移动三大全业务运营商。

入选理由：重组后的电信运营商，在短期内会加大对手机用户的争夺，但固网，对于三大运营商而言，都将是核心业务，而随着宽带日益竞争，IPTV将会益加受到运营商的重视。

5、电信IPTV2.0平台标准制定和IPTV终端集采

从08年4月起，中国电信联合平台和终端厂家，开始了IPTV2.0标准的测试和制定工作，并于四季度起，各地纷纷开展对现有平台的2.0系统升级。08年6月，中国电信启动了IPTV终端产品的集采招标。08年8月，招标结果出炉。

入选理由：2。 0标准的出台和实施，解决了现有系统平台间的互联互通问题，使产业逐步走向标准和开放。而三季度进行的IPTV终端集采招标，更是通过促进厂家间的竞争，进一步降低了终端成本，应付电信在IPTV上的规模发展。电信的这一系列举动，表示了其对于IPTV产业的投入积极性，极大提升了产业和厂家对于2009 年的发展信心

6、奥运带动IPTV发展

2008年奥运会既是体育的盛会，也是新媒体的发展良机，借助奥运之势，IPTV用户数出现攀升。上海IPTV的预约用户达到了日均3000户，奥运带动效应及其明显，

入选理由：IPTV究竟有什么优势，这要用户用了才知道。而奥运就为IPTV提供了一次难逢的用户体验营销良机。拆条，点播，回看等互动功能的便利，为IPTV赢得了更多用户的认可。同时，也为IPTV作为一支重要的新媒体传播力量提供了舞台机会，为未来发展奠定了基础。

7、韩国三大运营商获IPTV牌照

2008年9月，韩国电信监管当局KCC向三家运营商发放IPTV许可证。这三家运营商分别是韩国电信KT, Hanaro电信和LG Dacom公司。从06年被韩国有线广播机构抵制到被许可，也经历了三年的历程

入选理由：它山之石，可以攻玉，海外的IPTV同样面临政策问题，韩国的发展历程证明了阳光总在风雨后，坚持就是胜利。

8、金融危机下的宽带产业机遇

08年的金融危机引发全球经济萧条，而宽带产业的发展也成为各国恢复经济，拉动内需的一大有效途径，美国新总统奥巴马就提出了宽频建设计划，而中国，也正在积极探讨和研究在国家层面推进宽带战略的方式。

入选理由：光纤化是通信产业的大势所趋，中国电信运营商一直在着手改造发展，而金融危机下的宽带战略的提出，将会大大加快中国宽带的进程，而IPTV作为宽带业务的新兴业务，也将随着宽带的发展而迎来更多的机会。

9、蓟县广电推出IPTV

天津蓟县广电局在网台分离后，自建光纤网，在当地开展IPTV和宽带业务，和当地的有线数字电视形成了竞争局面。

入选理由：随着广电网台分离和网络整合，地方电视台和地方有线的关联关系在逐步被剥离，电视台作为独立第三方，同时面对有线大网和通信网的局面，对未来IPTV的发展将上一个利好动态。

10、2008IPTV拐点形成

IPTV用户总数从120万到岁末的260万，增速明显，而中国电信的IPTV用户更是从51万扩张到180万，并形成上海、江苏、广东三箭齐发，福建、安徽、浙江等地星火燎原之势。为2009年的蓬勃发展奠定了用户基础。

入选理由：严格来说，这不算是一个具体的微观事件，但纵观IPTV的发展历程，2008年，IPTV的拐点之年，却会是产业发展中一个承上启下的重要阶段，难以回避。并希望2009的IPTV，能在扩大用户规模的基础上，继续进一步深化，保持产业的可持续增长。
